Frank Lacey spoke to members of the Maryland General Assembly in a session devoted to Competitive Energy Markets as a Resource to Decarbonize the Grid.  Frank’s discussion incorporated an evaluation of Maryland’s competitive energy market landscape and the incentives and disincentives it provides toward investing in renewable and/or carbon-free energy resources.  Frank identified about eight energy market issues that Maryland should correct in order to align energy market incentives and state policy goals.
